Maaagang Pamasko: LTFRB Waives Penalties for PUV Operators

The Land Transportation Franchising and Regulatory Board (LTFRB) has issued a resolution waiving various penalties for public utility vehicle (PUV) operators.

According to the agency, this will give them economic relief during this time of COVID-19 pandemic, to “help them cope with the losses they suffered.”

Board Resolution No. 163 cites the following penalties as deemed waived on the condition that they are done on or before Dec. 31, 2022:

  • application for extension of validity of expired certificate of public conveyance (CPC) that has expired between March 1 and Sept. 30
  • non-confirmation of unit that are covered from March 1 to Sept. 30
  • late payment of supervision fee covering 2020 to 2021
  • non-filing of income tax return/audited financial statement (ITR/AFS) from 2019 to 2021
  • non-registration of unit from “private” to “for-hire” from 2020 to 2021

The same resolution also extends the payment of supervision fees from Sept. 30 to Dec. 31 this year.

At present, the late application for extension of validity of an expired CPC has a penalty of Php 10,000 per unit (Php 5,000 for public utility jeepneys): late payment of supervision fee has a penalty of Php 70 for every unit under two tons, Php 140 for vehicles under three tons, Php 210 for those over three tons but not over four tons, and Php 90 per ton for vehicles over four tons; non-filing of ITR/AFS has a penalty of Php 500; and non-registration of unit from “private” to “for-hire” has a penalty of Php 250.
