IRR of SIM Registration Law Now Out: Telcos Prepare Registration Platforms

The National Telecommunications Commission (NTC) has released the Implementing Rules and Regulations (IRR) of R.A. 11934 better known as the SIM Registration Law. In line with this, Telcos are now preparing to launch the SIM registration platforms.

Under the said IRR, all kinds of SIM cards are subject for registration. This includes embedded SIMs (eSIMS) and SIMs intended for data-only or used for fixed wireless broadband modem. Moreover, subscribers are given 180 days to register upon the effectivity of the bill. This means that subscribers have until June 25, 2023 to register as the law will take effect on December 27, 2022. However, the period may be extended up to 120 days depending on the circumstances.

More importantly, the IRR provides that failure to register an existing SIM within the period prescribed will result in the automatic deactivation of the SIM. The deactivated SIM may only be reactivated after registration, provided that reactivation will be made not later than five days after such automatic deactivation.

Telcos Prepare Registration Platforms

The IRR has ordered all telcos to provide a platform for online registration, which Globe and Smart have immediately complied with. Both Telcos have announced the launch of their SIM Registration platform in the next coming days, both promising a hassle-free registration experience.

“Our goal is to have a SIM registration process that is seamless, secure, inclusive and convenient for our customers,”  said Globe Group President and CEO Ernest Cu.
