Manila Anti-Muffler Ordinance Not Applicable to Race Cars and Big Bikes

A few days ago, we told you that Manila City is looking to ban loud and obnoxious mufflers.  In fact, the Manila “Anti-Muffler” ordinance has passed the third reading already. After leaving a lot of motorists dumbfounded, Councilor Joel “JTV” Villanueva decided to clear things up during an interview with DZBB.

Ordinance no. 8145 otherwise known as “Ordinance Regulating The Use of Modified Muffler / Exhaust Pipe and Similar Devices On All Types of Motor Vehicles Resulting to the Emission of Excessive, Loud & Unreasonable Noise in the City of Manila & Providing Penalties for Violation Thereof and For Other Purposes” simply aims to control the use of open or modified mufflers of road vehicles.  It is written by Manila councilor Joel “JTV” Villanueva with the complaints of his fellow council members in mind.

Although the intention is actually good, the said “Anti Muffler Ordinance” has received criticisms from motorists.  Even the ordinance name is being attacked for being so chaotic.

This is why Councilor Joel “JTV” Villanueva took the chance to address most of the issues during his interview with DZBB. The councilor said that barangay officials cannot arrest violators. Only the Manila Traffic and Parking Bureau (MTPB) and the Philippine National Police (PNP) can issue ordinance violator receipts so they can avoid corruption. Moreover, the Councilor clarified that they will use a decibel meter to check whether the loudness complies with the 99-decibel limit set by the Land Transportation Office (LTO).

Furthermore, the Councilor mentioned a few exceptions to the rule. He said that vehicles being used in racing, motorsport, and car shows are all exempted. As for motorbikes, 400cc and above are likewise exempted. This is because they have naturally loud motors according to the Councilor.

As of writing, the Manila “Anti-Muffler” ordinance is yet to be signed by Mayor Isko Moreno.
