Lenovo Thinks that the NCAP Can Benefit from AI

At Lenovo Tech Day ’25, the main topic of the event is how people can maximize AI for businesses. Among Lenovo’s findings is that while there’s a gradual rise in AI spending, only around 47% of ASEAN+ organizations are either evaluating or planning to implement AI within the next 12 months, while around 68% opt to use on-premise or hybrid solutions to power AI workloads because of their need for secure, low-latency environments, and operational flexibility. Key speakers at Lenovo Tech Day ’25 revealed different applications of AI, and the one that intrigued us is applying AI to the No-Contact Apprehension Policy (NCAP), which has recently returned and implemented on roads under the MMDA’s jurisicdiction.

During the media roundtable, Lenovo Philippines President and General Manager Michael Ngan explained that AI can be used with NCAP since the cameras can have AI powers to determine if a vehicle committed a traffic violation. One it detects a vehicle commiting a traffic violation, it captures the plate number-of which it will be forwarded to the LTO to send the violation letter to its owner.

Ngan also addressed concerns about AI taking over the jobs of people: while the NCAP can reduce traffic enforcers over time, Ngan thinks that this should give traffic enforcers the opportunity to upskill and become traffic analysts in the command center for NCAP. “Yes, you have taken the traffic enforcers off the street, but somebody’s sitting in that command center and making decisions based on their information,” Ngan explained. “So it’s a creation of a new job.”

That aside, one of the bigger concerns of NCAP is that it can make mistakes, and Ngan acklowledges that. It’s a long learning process to make the system fair and efficient, and this is where Lenovo thinks AI can come into play. Lenovo also revealed at Tech Day ’25 that around 65% of organizations in ASEAN+ already in the planning stage for AI-powered PC adoption, the adoption curve will accelerate driving more digital workplace solutions. Aside from scaling AI efforts, there’s also a good opportunity to utilize AI services to navigate complexities in data management, talent shortages, and cost efficiency, which can benefit a variety of programs like the NCAP.
