With more and more Filipinos being fully vaccinated by now (or have received their first dose at the minimum), both the DICT and DOH are looking into issuing a Digital Vaccination Certificate.

In a post from DICT’s official Facebook page, Secretary Gringo Honasan lauded how LGUs responded to its call to submit info to the agency’s Vaccine Information Management System (VIMS). The information, which is called Line Lists, contains a list of vaccinated individuals per LGU.

“Napag-usapan po namin yan sa MMC (Metro Manila Council). In fact, yung aming mga IT (information technology) ay patuloy nagdo-download sa DICT para sa ating unified vaccination card. Tuloy-tuloy na ginagawa yan ng mga LGU dito sa Metro Manila,” MMC Chairman and Parañaque Mayor Edwin Olivarez said.

This initiative from DICT is part of their efforts to adopt WHO’s vaccination certificate standards. By having a Digital Vaccination Certificate, individuals can easily show proof that they are fully vaccinated when they travel to other countries or visit establishments locally.

To deploy these digital vaccination certificates, DICT is working on a mobile app called VaxCertPH. Developed in-house for DOH, VaxCertPH relies on data submitted by LGUs through VIMS. Among the important data that LGUs need to submit is the Line List for the DICT Vaccine Administration System (D-VAS), which ensures the accuracy of issued digital vaccination certificates.

“Using the DICT Vaccine Administration System or D-VAS, we were able to cut down the COVID-19 inoculation processing time by half, empowering the government to deliver this most important service to our citizens faster. Aside from this, with a simplified interface, we can also address the risk of inaccuracies in capturing the data,” Honasan explained.

VaxCertPH is expected to be available in the coming weeks.
