The social media giant is working on it
UPDATE: Facebook and Instagram said that they have resolved the problem early this morning (7:45 AM in the US), saying that both platforms should be back as normal to everyone.
Earlier today, some people and businesses experienced trouble uploading or sending images, videos and other files on our apps. The issue has since been resolved and we should be back at 100% for everyone. We're sorry for any inconvenience.

If you have issues loading your Instagram feed or viewing photos on Facebook, you are not alone: there has been an outage across all Facebook products—Instagram, Messenger, Whatsapp, and Facebook—as of last night in the Philippines. Some images on Facebook and Instagram fail to load, while others struggle through receiving messages in Messenger.
Facebook and Instagram acknowledged the issue and said that they are working on the problem without specifying the root cause.
We’re aware that some people are having trouble uploading or sending images, videos and other files on our apps. We're sorry for the trouble and are working to get things back to normal as quickly as possible. #facebookdown
