In a surprise move from LTO, they have issued an advisory where they are temporarily suspending their ban on E-Bikes. While not explicitly stated on the advisory they issued today (October 15), the LTO did mention that they are temporarily suspending the “requirement for registration of LEVs (light electric vehicles) and licensing of LEV users with the LTO.”

Other noteworthy remarks on the said advisory include a temporary suspension on requiring the use of DTI-approved motorcycle helmets for LEV users and the authority of MMDA and LGUs to implement rules on which roads can LEVs use.
It can be recalled that while the ban on e-bikes was supposed to be implemented on April 18, President Bongbong Marcos ordered to suspend the ban on e-bikes. We didn’t hear any updates on it since then, and this new ordinance from LTO further cements that the ban on e-bikes will be suspended yet again.
As to why LTO is suspending the ban on e-bikes, they mention that they are still waiting for “amendment of the IRR of the EVIDA Law,” with LTO adding that some guidelines on LEVs are inconsistent with the EVIDA Law. While this move may be divisive among Filipinos, we think that its important for LTO to streamline its rules and regulations with LEVs to make it line with the EVIDA Law and towards promoting the use of EVs and sustainable energy.
