PAGCOR Reiterates: PhilWin Not Registered in the Philippines

You probably heard of PhilWin before: aside from being an online gambling site, it became infamous as the NPC prominently mentioned it, along with Tapwin1.com as one of the many online gambling sites as the cause of the modus that affected multiple GCash users in an alleged hacking incident. PAGCOR has dropped the ball further, as it elaborated on its website that PhilWin is not registered in the Philippines.

“Please be informed that PHILWIN is NEITHER a PAGCOR licensed NOR an accredited online/remote gaming platform/service provider,” PAGCOR told BitPinas in an interview.

This is also further confirmation from a post made by concerned citizen Joie De Vivre when she asked PAGCOR if PhilWin was licensed or registered in the Philippines or not. “Lahat ng content creator na nagpopromote ng PhilWin, you are promoting an illegal activity,” she adds.

Prior to this development, PAGCOR issued a warning against online gambling sites that are not registered back in December 2022. “Betting on illegal gambling activities is not only a criminal act; it also takes away from the government billions of pesos in revenues which can be used to fund priority programs that will benefit a greater number of Filipinos.”

According to PhilWin site host Pesowin, it has around 7.2 million active players, and users need to cash in a minimum of Php 200 through e-wallets like GCash to play its variety of games that include Mines, Roulette, Double, Ring, Crash, Live Casino.

It does warn users on its site that they ” are not responsible for violating your local laws regarding online gaming,” which further elaborates that PhilWin is not registered here in the Philippines.
