Philippine Congress Wants Spam Calls, Texts, Emails to Be Eliminated

With spam messages ranging from calls, texts, to emails becoming rampant since the onset of the pandemic, Congress wants this to be addressed immediately.

House Bill 270, or known as the “No Call, No Text, and No E-mail Registration System Act,” was filed by Tarlac 2nd District Congressman Christian Yap, and he explains that Filipinos have seen an alarming increase in these spam messages over the past two years. Based on his research, Yap adds that these scammers would use these spam messages to defraud mobile subscribers or e-mail users by offering jobs, prizes, or discounts.

Yap’s filing of the said bill in Congress warrants attention, as a study by Global Consumer Pulse shows that 44% of consumers in the Philippines have been targeted by these spam messages in the form of calls, texts, and emails in the first 3 months of 2021.

In his proposal, Yap suggests creating of a database called “No Call, No Text, and No E-mail Registers”, where users can register their numbers to be exempt from these spam messages. “The measure aims to promote the adoption of more responsible and accountable business practices from marketing and sales agents,” Yap said, adding that with this, users will be protected from messages that may intrude, disrupt or disturb their activities.
