Local Music Could Become Mandatory in Hotels, Restaurants, and More

Once House Bill 10305 is final and executory, the playing of local music will be mandatory in hotels, resorts, restaurants, tourist buses, and even in international flights coming into the Philippines.

House Bill 10305 was spearheaded by Representatives Atienza, Aragones, Romualdez, Alvarez, Zubiri, and twenty more people. The bill has already passed the third and final reading in the Lower Chamber. It is now in the Senate waiting for further approval.

The sole purpose of the bill is to promote Philippine music as pursuant to Article 2, Section 17 of the 1987 Philippine Constitution which states that the State “shall give priority to education, science and technology, arts, culture, and sports to foster patriotism and nationalism, accelerate social progress, and promote total human liberation and development.”

As such, all flights coming from international destinations will be mandated to devote at least fifty percent (50%) of their piped-in music to Philippine music. The same will apply to all tourist buses when they are ferrying foreigners. Meanwhile, all hotels, resorts, and restaurants will be required to have at least 25 percent (25%) local music in their playlist.

To avoid confusion, the House Bill defined “Philippine music” as any musical composition that’s originally composed, written, arranged, or performed by Filipinos; whether it’s in English or Tagalog.

A penalty of Php 20,000 up to P 300,000 will be imposed on the violators of this bill making local music mandatory.
